Questions about Reskin unity service

Im have some interest in buying one of the projects you could find here in Codester for a reskin, and I realize that in some projects, you could find an additional option of reskin services that cost 499 USD
What I need to know if that service is like hiring someone to reskin the game for me, meaning that they remake all the graphics by their own with my desired asks and implement all these graphics in the unity project?
And the last question, if purchasing this reskin service, this include the project or need to buy the source code and the service separetly?
