thank you for your recommendations, the only one that would somehow work would be polaroid but as I see it lags support and it doe not have all I would need. I have site where users can upload images even NSFW. I need same restrictions as in pr0gramm(dot)com to
1) not allow users that are not logged in view NSFW's
2) not allow users that are not logged to view or write comments
3) force to tag images before uploading
4) commenting options with reply to comment to comment etc.
5) rewards for users e.g. 5pts for upload 1pt for comment etc.
6) users collections
7) users uploads
8) strict layout with unlimited scroll
9) Contact option
10) that would be the most wanted for now

The script you want, is not available anywhere. This is a freelance script, You have to hire someone for it.
